Westside Resilience Corridor Home Energy Efficiency Program

The Westside Resilience Corridor is a coalition of churches in historic Westside Atlanta, working in partnership with Groundswell, Inc. to strengthen local infrastructure and resilience capacity for the Westside Atlanta community.

The Westside Resilience Corridor coalition includes Atlanta Good Shepherd Community Church, Community Church Atlanta, Providence Baptist Church, and West Hunter Street Baptist Church.

We are seeking up to 50 income-eligible households to receive no-cost energy efficiency upgrades through the Georgia Power Energy Assistance for Savings & Efficiency (EASE) and Georgia Environmental Finance Authority (GEFA) Home Energy Rebate programs. In special cases, these upgrades may also include necessary home repairs.

These improvements will help reduce monthly electric bills while enhancing home health, comfort, and resilience.

If all 50 spots for 2025 are filled, qualified applicants will be placed in the pipeline for 2026. Preference is given to households with seniors, children, persons with disabilities, and legacy community residents.

Types of Upgrades

Eligible upgrades, based on a program-specific home assessment, may include:

  • Improved attic insulation
  • Air sealing of gaps, cracks, and leaks
  • Sealing of heating & air conditioning delivery ducts
  • LED light bulbs
  • Smart, Wi-Fi thermostats
  • Heating & air system service
  • Electric water heater blankets
  • Heat pumps
  • Gas upgrades such as furnace, boiler, water heater

Enrollment Timeline

  • Pre-Screening Sign-Up: Now through December 31, 2025
  • Enrollment Begins September 7, 2025, for pre-screened households
  • Groundswell will work with pre-screened households to submit a formal application to the Georgia Power EASE Program and Georgia’s Home Energy Rebates Program.
  • Funds for Georgia’s Home Energy Rebates will remain available beyond the enrollment timeline of the Westside Corridor Initiative.

What You Will Need to Apply

  • Proof of Identification (Georgia Real ID, Driver’s License, or U.S. Passport)
  • Proof of Residency (e.g., utility bills, government-issued documents)
  • Proof of Ownership (deed, property insurance document, or tax record)
  • Proof of Income for all household members over the age of 18 (e.g., W-2, paystub, 1099, 1040)
  • Proof of program participation, if applicable
  • Email address

Eligibility

You may qualify for Georgia Power Energy Assistance for Savings & Energy Efficiency (EASE) and/or Georgia’s Home Energy Rebates if:

  • You are a Georgia Power residential customer; and
  • Your household income meets one or both program’s eligibility requirements: OPTION 1 OR OPTION 2
  • At least one household member participates in one of the following programs: LIHEAP | Medicaid | SNAP | Head Start | WIC | Lifeline | NSLP (Free Lunch) | HIP | HOPWA | SSI | WAP | ALICE.
  • Applicants using WAP, WIC, or ALICE may need to provide additional verification.

Geographic Preference

Priority will be given to homes in the following region:

  • West of I-75/85
  • North of State Route 166
  • South of Marietta Street
  • Within I-285

Today, four Southwest Atlanta Churches – West Hunter Street Baptist, Providence Missionary Baptist, Community Church Atlanta and the Vicars Community Center, and Atlanta Good Shepherd Community Church – announce the launch of the Westside Resilience Corridor to strengthen community resilience in Westside Atlanta by aligning their ministries and partnering with Groundswell, with support from Georgia Power, the Georgia Environmental Finance Authority (GEFA), and the City of Atlanta to increase energy efficiency, enhance housing quality, expand energy affordability, implement workforce development and build additional resilience hubs at Corridor churches with solar + storage infrastructure.
