West Memphis Save On Utilities Long term (SOUL) Program
Groundswell is working with local partners, contractors, and utilities to strengthen local infrastructure and resilience capacity for the West Memphis community.
We are seeking up to 40 income-eligible households to receive no-cost energy efficiency upgrades and home repairs through private philanthropic funding.
These improvements will help reduce monthly electric bills while enhancing home health, comfort, and resilience.
Types of Upgrades
Eligible upgrades, based on a program-specific home assessment, may include:
- Attic insulation installation
- Air sealing of gaps, cracks, and leaks
- Electrical upgrades for energy efficiency installations
- Gas appliance upgrades to furnaces, boilers, or water heaters
- Heat pump installation
- Plumbing repairs
- Roof replacement
Enrollment Timeline
- Pre-Screening Sign-Up: Now through June 30, 2026
- Enrollment Begins April 1, 2026
- Groundswell will work with pre-screened households to submit a formal application.
