Community Power Navigator
Kimberly Wolfe, PhD, is the Community Power Navigator serving West Memphis, Arkansas. In this role, she focuses on community engagement and coordinating SOUL® (Save On Utilities Long-Term) services for West Memphis residents.
She is founder and CEO of Education & Training Solutions, LLC, where she supports organizations and corporations in strengthening operations, designing strategic training systems, and improving program quality. Kimberly asserts that effective leadership and well‑structured processes are the foundation of sustainable, high‑impact organizations.
Kimberly has led major projects including school district‑wide governance training plans, corporate training suite development, bilingual marketing collateral, and comprehensive handbooks aligned to state licensing requirements. Her work spans early childhood education, K–12 governance, and corporate workforce development, with a consistent focus on clarity, alignment, and measurable results.
Kimberly is a trained facilitator and instructional designer with extensive experience supporting education and community‑based organizations. She holds a PhD in Education Policy and Leadership, with an emphasis in Workforce Development, from The Ohio State University. She earned both her bachelor’s and master’s degrees from South Carolina State University.
