ABOUT THE PROGRAM

Groundswell’s SOUL® (Save On Utilities Long-term) program funds home safety and efficiency upgrades that improve energy affordability and build local resilience to extreme weather. SOUL® primarily serves senior citizens and other hardworking families facing high energy costs. Groundswell leverages funding from government, utility, and philanthropic partners to help address health and safety hazards in homes and enable them to receive energy efficiency upgrades. This “stacked” funding approach enables Groundswell to reduce the “complexity tax” associated with aligning existing resources to fully meet the real needs of individual households.

Groundswell proposes to apply for a USDA Rural Development Housing Preservation Grant to provide home repairs to 10 low-income homeowners in rural areas of Chambers County.
A statement of activities for the proposal can be accessed for review and comment either at Groundswell’s office at 102 Main St, Suite 210, LaGrange, GA 30240 or it may be requested via email at [email protected]. Written comments on the Statement of Activities may be submitted to Groundswell Inc. at the address above or by email. All comments must be received no later than September 4, 2025.
