On October 20, Groundswell, in partnership with the City of Refuge in Baltimore, the Maryland Energy Administration, the City of Baltimore Office of Sustainability, and SunCatch Energy celebrated one of the first resilience hubs in the US that will enable community ownership by a nonprofit by using the Inflation Reduction Act’s new “Direct Pay” option — and then pass those benefits on to the community they serve.
