Groundswell Releases Request for Information for Contractors to Expand Home Upgrades in East Alabama and West Georgia

LAGRANGE, GA–June 9, 2025 Groundswell, a nonprofit that builds community power, has issued a new Request for Information (RFI) to identify experienced contractors to support its Save On Utilities Long Term (SOUL®) program. This RFI seeks responses from organizations with expertise in home repairs and renovations, particularly energy efficiency upgrades, to help complete critical home improvements for 100 new households in East Alabama and West Georgia between September 1, 2025, and August 30, 2026.

Organizations with a strong track record of working in rural communities and a deep understanding of state-specific building, efficiency, and safety regulations in Alabama and Georgia are especially encouraged to respond.

Families participating in the SOUL program may receive repairs such as roofing, HVAC upgrades, insulation, ventilation, electrical work, and other essential maintenance that improve home energy efficiency, safety, and accessibility. To date, SOUL has delivered over $1 million in energy-saving home improvements to 100 households across six communities in Georgia and Alabama. Looking ahead, Groundswell’s goal is to scale the program to reach 500 more families in the next three years.

Interested firms must submit their responses by July 3, 2025.

Submissions should include qualifications, project experience, financing capabilities, and workforce development involvement. They should be emailed in PDF format to [email protected] with the subject line “SOUL RFI Response – [Firm Name].” In addition to answers to the questions listed in the RFI, responses should include the name of the firm/respondent, firm/respondent address, primary contact person, email, and phone number.
